Since Fidel Castro’s 1959 Revolution, the communist regime of Cuba has deliberately sought to silence those who criticize or threaten the status quo of their dictatorship.  Some of these prisoners of conscience have been in jail for over 20 years. Others are continuously arrested detained, released, and rearrested as part of a cycle of intimidation and coercion intended to punish dissidents. During their detainment they are not given access to adequate medical care or family visitation, nor do they receive due process and a fair trial.

The Castro regime insists they hold no political prisoners. They attribute these detentions to common crimes and violations of Cuban law. Yet in 2015 alone, over 8,000 Cubans were detained for “political reasons.”  And in January of this year, 1,474 people were detained.

While no one knows the exact number of Cuba’s prisoners of conscience, the following list of 51 prisoners compiled by Directorio represents thousands more who are oppressed and silenced by the repressive Cuban regime. Please take the time to sign and share this Change.org petition calling on the media to cover those who continue to suffer under the oppressive yoke of communism.


Ciro Alexis Casanova Pérez. On June 5, 2014, Ciro Alexis Casanova Pérez, a political dissident and activist organized and participated in a demonstration in the streets of Placetas, Santa Clara Province, in central Cuba. He displayed a banner which stated “Student Revolutionary Directorate” (Directorio Revolucionario Estudiantil, DRE) and shouted slogans against the government such as “Down with the revolution!” (Abajo la Revolución); “Down with Fidel, down with Raúl Castro!” (Abajo Fidel, abajo Raúl). Ciro Alexis Casanova Pérez was arrested and subsequently released on the same day; however, on June 12, 2014, the District Attorney of Villa Clara placed him under house arrest on accusations of “public disorder.” On June 15, in order to visit his father on Father’s Day, Ciro Alexis Casanova Pérez called the local police station to request temporary permission to leave his house. Although the officer in charge gave him verbal authorization, Ciro Alexis Casanova Pérez was arrested by a police patrol while on the way to his father’s house. In September 2014, the Attorney General’s office charged him with “public disorder,” “public disorder of a continuous nature,” and “disrespect,” and demanded he be given four years imprisonment. Ciro Alexis Peréz Casanova was tried in November 2014 at the Popular Municipal Court of Placetas, which convicted and sentenced him on December 30, 2014 to one year’s imprisonment. Amnesty International considers this sentence to be politically motivated, relating to his peaceful exercise of his right to freedom of expression, and that it is intended to send a message of intimidation to other government critics.[1],[2] The Court rejected the accusations of “disrespect” and of “public disorder of a continuous nature,” and only found Ciro Alexis Casanova Pérez guilty of “public disorder.” He was serving his sentence at El Pendiente prison until he was moved to Manaca prison in February of 2015. Both are situated in Villa Clara province.[3] Amnesty International recognized him a prisoner of conscience, imprisoned solely for peacefully exercising his right to freedom of expression. After almost one year in detention, prisoner of conscience Ciro Alexis Casanova Pérez was unconditionally released on June 10, 2015 from Manaca prison.[4]


Hugo Damián Prieto Blanco. Human rights defender Hugo Damián Prieto Blanco was detained on October 25, 2015 when he was arrested while on his way to participate in the demonstration “Todas Marchamos” (We all March), organized by the Damas de Blanco (Ladies in White) movement. He is being detained at the Fifth Unit of the Municipality Playa (Quinta Unidad del Municipio Playa), in Havana. The human rights defender is facing charges of public disorder linked to his participation in a demonstration at the premises of the Attorney General’s office on October 22, 2015 demanding that all human rights defenders detained during the Pope’s visit to Cuba should be released.[5] Iván Hernández Carrillo reported over Twitter on January 21, 2016 that Hugo had been released.[6] He was apparently freed on January 20, 2016.


Geovanys Izaguirre Hernandez. “Geovanys Izaguirre Hernandez and Laudelino Rodriguez Mendoza were arbitrarily arrested on November 5, 2015, taken to the police station in the city of Palma Soriano where in the morning both received summary judgments and were sentenced to six months in political prison, according to information the military gave to the wife of Geovanys Hernandez Izaguirre. This case comes as a result of failing to pay a fine imposed on both activists when they were blamed for anti-government graffiti that appeared in Palma Soriano. In the past both activists were brutally beaten by Cuban agents when they were defending families that were being unjustly evicted from their homes.”[7] On January 22, 2016, Geovanys wife, Isora Torres Bicet, claimed that “her husband had called the guard, who said that he should stay there.” Geovanys defended the jailed man, so that he would die there, but the guard beat Geovanys, and smashed his head, poked his eye, broke his finger and his arm. “They didn’t tell me who beat him up, they only said that he had been attacked because he defended the convict.”[8]

Laudelino Rodriguez Mendoza. “Geovanys Izaguirre Hernandez and Laudelino Rodriguez Mendoza were arbitrarily arrested on November 5, 2015, taken to the police station in the city of Palma Soriano where in the morning both received summary judgments and sentenced to six months in political prison, according to information the military gave to the wife of Geovanys Hernandez Izaguirre. Yosvani Melchor Rodriguez Gil. On June 24, 2015, Rosa María Rodríguez Gil addressed the United Nations Human Rights Council in Geneva and called for the release of her son, Yosvani Melchor Rodriguez, unjustly imprisoned since March 19, 2010. He was freed on probation on August 30, 2015. He was jailed in order to make his mother suffer for her not agreeing to become an informant for the Cuban government’s state security services against the Christian Liberation Movement of which Rosa is a valued member.[10] He was released under parole in August 2015.

Vladimir Morera Bacallao. Vladimir Morera Bacallao was sentenced to four years in prison in case 404 of 2015, accused of the crime of “injuries.” The basis of this accusation, according to his family members who attended the trial, was a blow to the head received by Ivis Herrera, second secretary of the Communist Party in the municipality of Manicaragua, in the province of Villa Clara. Witnesses confirmed that the injury occurred when the official fell to the ground while sliding on melted asphalt that had been thrown down in front of and around Bacallao’s home. The dumping of the material was part of the aggressions of the area’s “rapid response brigades” against the dissident, instigated by Ivis Herrera herself. The events, classified as “public disorder,” happened on April 19, 2015, on the eve of the elections for the People’s Power. The opponent decided to put a sign on the door of his house where he proclaimed, “I vote for my freedom and not in some elections where I cannot elect my president.” The text unleashed the fury of the town’s government rulers. From the moment he fell into prison, the dissident declared himself on a hunger strike and only abandoned it in June, 40 days later, when he was hospitalized and they promised they would review his case. As the authorities did not fulfill their promise, on October 9 he resumed his hunger strike in the Guamajal prison hospital on the outskirts of Santa Clara. There he lost more than 88 pounds, according to Arsenio Lopez Roa, an inmate who provided the information.[11]

Danilo Maldonado Machado. Danilo Maldonado Machado was arrested by agents of the political police (Seguridad del Estado) in Havana while travelling in a taxi on December 25, 2014 on his way to carrying out a performance art piece critical of the Castro brothers. He was in prison until October 20, 2015.[12] “Danilo is a prisoner of conscience who should have never been put in prison in the first place. He must be released immediately and unconditionally,” said Carolina Jiménez of Amnesty International. He had recently started a hunger strike and had been moved to an isolation cell.[13] He was released this year after spending 10 months in prison.

Jorge Ramirez Calderon. Jorge Ramirez Calderon was one of the 53 political prisoners released as a result of the accord with Washington to restore diplomatic relations.[14] An opposing syndicalist, Jorge Ramírez Calderón was detained on December 18, 2015 by state security, according to sources familiar with the situation who informed the newspaper Diario de Cuba (DDC). “They took him and said that he was under an investigation process, and did not give any other explanations,” said his wife Nelida Lima Conde. Iván Hernández Carrillo told the DDC that it is possible that he was detained because of the recent protest by divers in Manicaragua.[15] His wife, Nelida Lima Conde, reported on January 10, 2016 that Jorge Ramírez Calderón—who was jailed on December 18 and had been on a hunger strike for 23 days—was transferred from the Manacas jail to an unknown place.[16] On January 14, 2016, his family reported that he had been transferred to the Pre jail, close to Santa Clara.[17]

Carlos Manuel Figueroa. On Wednesday, September 30, 2015, Carlos Manuel Figueroa, a former Cuban political prisoner released earlier this year, made news over social media. Beginning at 3:28 pm, Ivan Hernandez Carrillo tweeted: “A man jumped the fence of the US embassy in Havana this morning with cries of Down With Raul!!!” A few minutes later, thanks to Ivan, the identity and fate of the man was known: “the citizen was identified as Carlos Manuel Figueroa, who protection authorities handed over to police immediately.” Three hours later at 6:21pm, the news took an ominous turn with the same Cuban journalist reporting that while in custody Carlos Manuel was beaten up by the military. EFE news wire is reporting that the Cuban dissident is missing. The US embassy is refusing to confirm what transpired, citing security concerns.[18]According to the Associated Press, Figueroa was held on charges of violating a diplomatic site.[19] He was released on January 20, 2016.[20]

Andres Fidel Alfondo Rodriguez. Political Prisoner Andrés Fidel Alfonso Rodríguez from Catalina de Güines, Mayabeque province, is a member of the Human Rights of Cuba party, affiliated with the Adrei Sajarov Foundation and the National Resistance Front Orlando Zapata Tamayo. He was sentenced to four and a half years at the Melena del Sur prison, Mayabeque province, for the crime of assault. The address is Calle 30 # 2708 e/ 27 y Final Catalina de Güines, Porvincia Mayabeque. His ID # 98113009626. His wife is Margarita Gil Salguero. He was detained on December 24, 2013. He has been denied all of the rights that are offered to inmates because of his refusal to wear the appropriate clothing and to take part in the regimes rehabilitation programs. This information was given by Ricardo Lazaro Fiallo e Iliam Marrero.[21]

Mario Alberto Hernández Leyva. A veteran activist, he was beaten and arrested by police on May 26, 2014, during a peaceful protest. As of late June, his whereabouts were unknown, according to a report in Primavera Digital.[22] He was released following the announcement of the resumption of diplomatic relations between Cuba and the United States. Mario Alberto Hernández Leyva, from the Opposition Movement for a New Republic, was detained on November 1, 2015 and was transferred from the 6th police unit to the Valle Grande prison.[23],[24] The reason for his detainment is yet to be released.

Silverio Portal Contreras. Silverio Portal Contraras was sentenced to two years of deprivation of liberty for offending the figure of the Commander in Chief Fidel Castro, where he stated that Fidel was starving the Cuban people, and that the articles that Fidel published in the newspaper Granma were only useful to “wipe your ass.” The incidents occurred on the morning of June 12, 2011, when in the P11 bus line, coming from east Havana, Silverio started yelling what he thought about the Cuban Revolution. He was arrested then and there, and was beaten by two uniformed agents. The municipal tribunal of Old Havana took into account the “danger to society” his crime posed and the bad behavior that he had during the trial, at which he yelled “Long live human rights.” Due to all of this, he was assigned to serve his sentenced at the 1580 prison of the Guanabacoa county. Silverio Portal Contreras is 44 years old, and he is an active member of the opposition movement Alternative Republic, as well as a participant of “the Dissident” in the Central Park; he is also a devout Catholic and a businessman.[25],[26] After his release, he is still being threatened by state security. He was arbitrarily detained on October 19, 2015 “by police agents who suspected his activities to be against the government.”[27] Lourdes Esquivel Vieyto—secretary of the Opposition Movement for a New Republic and of the national executive of the Ladies in White—claimed that the political prisoners Mario Alberto Hernández Leyva and Silverio Portal Contreras have been transferred to punishment cells and are in isolation. She also added that both activists have been denied medical assistance. The Opposition Movement for a New Republic, along with the National Front of Civic Resistance “Orlando Zapata Tamayo,” blame the regime for the physical integrity of both fighters.

Orlando Contreras Aguilar.Orlando Contreras Aguilar was arrested in February 2014. He was accused of stealing a car that was bought by his uncle. When he was arrested he was traveling with his uncle and his cousin, all of whom were also arrested. His uncle and nephew were released, but Orlando was taken to Valle Grande prison. Orlando claims his arrest was due to his political activism and the charges he was accused of were trumped up. He belongs to National Resistance Front “Orlando Zapata Tamayo.”

Misael Canel Velazquez. Arrested on December 17, 2015 and taken to the Third Police Precinct better known as “Monte Carlo” for taking part in protest demanding freedom for Javier Jouz Varona. He initiated a hunger strike on December 17, was held for 96 hours, then briefly freed on December 21, 2015. He was taken into custody again that same day, and this time taken to Ceramica Roja prison. He re-started the hunger strike on December 22, 2015 and was transferred to Kilo 8 prison.[28],[29] Prison: Kilo 8, better known as “The 26.” Sentence: not yet defined. Accused of: attempt, resistance, disobedience, illegal business, and damaging state property. Date of birth: June 27, 1973. Felipe Martin Companioni. On December 7, 2015, Felipe Martin Companioni was arrested along with Alexander Palacio Reyes after distributing fliers on a horse drawn cart demanding the freedom of political prisoners. He is being held at Ceramica Roja prison in Cuba.[30],[31],[32] Sentence: for attempt, seven years of deprivation of liberties and for each crime of threats, one year of deprivation of liberties, as well eight years of deprivation of liberties. Charges: attempt and threats. Date of birth: June 6, 1970. Family member in charge: Felipe Martin Machado. Calle Madame Curie Edificio 2 Apartamento 9 entre B y C Reparto Previsora Camagüey. Juan Antonio Torres Fernández. Former member of the Communist Party of Cuba, and former correspondent of the official newspaper Granma in Santiago de Cuba. Sentence: 14 years.

Alexander Palacio Reyes. On December 7, 2015 was arrested along with Felipe Martin Companioni after distributing fliers on a horse drawn cart demanding the freedom of political prisoners. He is being held at Ceramica Roja prison in Cuba.[33] Sentence: For the crime of attempt, five years of deprivation of liberties, and for each crime of threat, 10 months of deprivation of liberties, as well as an overall sentence of five year of deprivation of liberties. Javier Jouz Varona.Detained and physically assaulted by the political police over a period of ten hours due to his opposition activities along with Ediyersis Santana Jouz (both of the Orlando Zapata Tamayo National Civic Resistance Front).[34]Javier was charged with “social dangerousness” and sentenced to three years in prison by the Provincial Tribunal of Camaguey on December 17, 2015.[35] Prison: Kilo 9. Maikel Castillo Pérez. “The Cuban rapper Maikel Castillo Pérez, known as The Dkano, was sentenced to a year in prison after being accused of being a danger to society on January 28, 2015 in Havana, informed the newspaper Diario de Cuba. Castillo Pérez, who lives in the Belén neighborhood was judged at the Municipal Tribunal of Old Havana. Among the irregularities found in his case include how the trial was to be held in the morning, was moved to the next day, and then again was moved to the same afternoon, when no one was left. During the trial he didn’t have a real defending lawyer; the lawyer who did attend the tribunal attended only as part of an administrative gesture and fought with the defendant.”[36]


Rolando Erismelio Jaco García. Rolando Erismelio Jaco García was detained in the same events as Alexander Palacio Reyes and Felipe Martínez Companiones for recording them. Prison: Cerámica Roja. Sanction: under investigation. Accused of: under investigation. Date of birth: 1969. Family member in charge: Yamilka La O García. Roberto Hernandez Barrios. Roberto Hernandez Barrioswas arrested on March 30, 2013, and sentenced to five years in prison for distributing copies of the Universal Declaration of Human Rights.[37]On January 8, 2015, Barrios was summoned out of his cell at Combinado del Este, Havana’s main prison. That morning, “I was surprised, I didn’t know anything,” Barrios recalls, and a colonel handed him a piece of paper saying he was free.[38] He was detained again on November 8, 2015 when he tried to march on a Sunday, but for a short period of time.[39] He was also detained on December 6, 2015 for four to six hours by the political police when demonstrating his solidarity with the Ladies in White.[40] He was released on January 2015.


Wilberto Parada Milán. Activist with the Patriotic Union of Cuba, Parada was arrested on March 30, 2013, after a protest near the Old Capitol building in Havana. Almost a year later, on February 4, 2014, he was tried and convicted of charges of “assault,” “disrespect,” and “resistance.” The human rights commission said that the punishment for Parada was listed as “pending.”[41]He was freed in January of 2015 under the Obama administration’s new Cuba policy initiative.[42] He continued his human rights activism and was re-arrested on October 22, 2015 for participating in a peaceful protest at the Prosecutor’s headquarters in Havana.[43],[44],[45] He was released on January 20, 2016.[46],[47]


Harold Alcalá Aramburu. Charges: Terrorism. He tried to divert a boat full of passengers on their way to the US. No one was hurt. He was detained, processed, and sentenced in an “exemplary” trial that lasted a week and was ordered by Fidel Castro.

Claro Fernando Alonso Hernández. Sentence: 30 years. Charges: Revealing secrets concerning state security. He was detained even though he was an intelligence officer at the Interior Ministry. He was sentenced in a military trial.

Miguel Álvarez. Sentence: 25 years. Charges: Unspecified crime against the state. Former diplomat. When he was detained he was the Senior Advisor of Ricardo Alarcón, President of the National Assembly. He was tried in a secret trial.

Lewis Arce Romero. Charges: Terrorism. He was detained outside the New Gerona airport, along with several other people, for trying to divert a plane to illegally fly to the US.
Lázaro Avila Sierra. Sentence: Life imprisonment. Charges: Terrorism. He was detained outside the New Gerona airport, along with several other people, for trying to divert a plane to illegally fly to the US.

Ernesto Borges Pérez. Charges: Spying. He was the captain of the secret police of the Ministry of Interior when he was arrested. He was tried at a military trial.

Alieski Calderín Acosta. Sentence: 20 years in prison. Charges: Sabotage. He was sentenced for throwing a Molotov cocktail at a state shopping center, protesting of the decaying economic situation.

Cerezo Sirut Leandro. Sentence: Life imprisonment. Charges: Rebel military man, who along with three others, deserted the army with combat weapons to try to leave the country illegally. The two others who escaped with him died.

Cornel de la Rosa Raúl Manuel. Sentence: 30 years. Charges: He is accused of trying to divert a cruise yacht to illegally enter the US.

Karel de Miranda Rubio. Sentence: 30 years. Charges: Rebel military man, who along with three others, deserted the army with combat weapons to try to leave the country illegally. The two others who escaped with him died.

Maikel Delgado Aramburo. Sentence: Life imprisonment. Charges: He tried to divert a passenger ship to try to reach the US. None were injured. He was detained, processed, and sentenced in an “exemplary” trial that lasted a week and was ordered by Fidel Castro. In this short time, three of his friends were executed.

José Ángel Díaz Ortíz. Sentence: Life imprisonment. Charges: He was detained outside the New Gerona airport, along with several other people, for trying to divert a plane to illegally fly to the US.
Alain Forbes Lamorú. Sentence: 25 years. Charges: Rebel military man, who along with three others, deserted the army with combat weapons to try to leave the country illegally. The two other who escaped with him died.

Ramón Henry Grillo. Sentence: Life imprisonment. Charges: He tried to divert a passenger ship to try to reach the US. None were injured. He was detained, processed, and sentenced in an “exemplary” trial that lasted a week and was ordered by Fidel Castro. In this short time, three of his friends were executed.

José David Hermán Aguilera. Sentence: 30 years. Charges: He tried to divert a yacht to try to reach the US.

Wilmer Ledea Pérez. Sentence: 30 years. Charges: He tried to divert a passenger ship to try to reach the US. None were injured. He was detained, processed, and sentenced in an “exemplary” trial that lasted a week and was ordered by Fidel Castro. In this short time, three of his friends were executed.
Ríder Lescay Veloz. Sentence: 15 years. Charges: Accused and sentenced unjustly for his supposedly helping four military men defect in April 2007.

Santiago Padrón Quintero. Sentence: 30 years. Charges: Anti-Castro military. He came from the US as part of an infiltration team.

Jorge Luis Pérez Puentes. Sentence: Life imprisonment. Charges: He was detained outside the New Gerona airport, along with several other people, for trying to divert a plane to illegally fly to the US.
Máximo Pradera Valdéz. Sentence: 30 years. Charges: Anti-Castro military. He came from the US as part of an infiltration team.

Francisco Reyes Rodríguez. Sentence: Life imprisonment. Charges: He was detained outside the New Gerona airport, along with several other people, for trying to divert a plane to illegally fly to the US.
Erick Salmerón Mendoza. Sentence: 25 years. Charges: He was not part of the opposition when he tried, as part of a group, to steal a yacht with weapons to try to travel to the US. Two of the group were executed, and several police died.

Daniel Candelario Santovenia Fernández. Sentence: 30 years. Charges: Anti-Castro military. He came from the US with two others to infiltrate Cuba. One of the two men was executed.

Rubén Sintes Rodríguez. Sentence: 20 years. Charges: He set state property on fire as sign of protest.

Armando Sosa Fortuny. Sentence: 30 years. Charges: Anti-Castro military. He came from the US with two others to infiltrate Cuba (October 15, 1994 PUND).

Ihosvani Surís de la Torre. Sentence: Life imprisonment. Charges: Anti-Castro military. He came from the US with two others to infiltrate Cuba.

Yoanny Thomas González. Sentence: Life imprisonment. 30 years. Charges: He tried to divert a passenger ship and to reach the US. None were injured during the attempt. He was detained, processed, and sentenced in an “exemplary” trial that lasted a week and was ordered by Fidel Castro. In this short time, three of his friends were executed.

Yoan Torres Martínez. Sentence: Life imprisonment. Charges: Tried to desert the army with weapons, and to leave the country illegally. Two men died during the attempt.
